Yes, it is the size of the picture. 5M 3M 1M are the number of mpx for the picture you are taking. 3:2 is the aspect ratio (width and height) of the picture.
“Best” is a relative term. 5M pictures have the greatest resolution so you can zoom in and/or crop the picture more. 1M means you can get more pictures in the memory. 3M would be a compromise. 3:2 means you can print the pictures on the standard 4×6 format and not lose any of the picture.
If you don’t want to sort through all these options, shoot with 5M, it will give you the most options later on, if you want them. Assuming you have a modern 2GB or 4GB memory card, you will be able to get hundreds of pictures at 5M.
