Yes, the Zoom H4N can be used as a USB mic. This feature is listed on the product info page referenced below.
You would simply need software designed for recording the Skype call on your computer. There are many programs available for this. Google “record skype call” and you will find dozens. One possibly promising piece of software is here:

To be clear, the Skype call will be recorded by the software on the computer, using the H4N strictly as a microphone input device. The call will not be recorded to the H4N itself.
